Strategy & Evaluation

Boomer Impact Study - As a consultant to a group of foundations based in Southwestern Pennsylvania, including the Jewish Healthcare Foundation, Benedum Foundation, Grable Foundation, and the Pittsburgh Foundation, led the demographic and economic impact research on the impact of a strategy to recruit aging baby boomers to the region, including direct and indirect economic impacts, regional competitive position, possible strategies to strengthen the regional offering, and a baseline analysis of the impacts of current boomer on the regional economy (2009-2010).

Jerusalem Policy Forum – Participated in joint Israeli and Palestinian economic policy research and discussion, and drafted policy paper on economic development policies, plans, and programs for the development of East Jerusalem supported by the European Union (2007-2009).

Tax Incentive Policy Evaluation – Consultant to the Pittsburgh Downtown Partnership and the Pittsburgh History and Landmarks Foundation to review downtown development incentives, including the economic and fiscal impacts of tax abatements and tax credits on historic restoration, green building development, and contributions to the arts (2006-2007).

Negev Industrial Survey – Analyzed survey results of industrial parks in the Negev region including interactive GIS, showing characteristics, trends, and gaps in the regional market.  Survey and report for the Negev Development Authority highlighted economic trends and strategies for regional development (2006).

Downtown Living Initiative – Consultant to the Pittsburgh Downtown Partnership, a BID-sponsored, private downtown management and development group, to evaluate the financing needs and propose development and financing solutions for the reuse of vacant upper floors in 132 downtown commercial buildings for reuse as apartments and condominiums (2006-2009). 

Airport Development Strategy – Led development-consulting team to evaluate development feasibility and strategies for 10,0,00 acres of industrial and mixed-use land near the Pittsburgh International Airport, covering 3 counties, 26 municipalities, and 11 school districts.  Scope of work includes marketing, site planning, financing, infrastructure development, and developer agreements  leading to the creation of the Tri-County Airport Partnership (TCAP) (2002-2003) and financial advisor and strategic planner on selected projects (2004-2006).

Highway 6 Joint Ventures – Consultant to the Center for Arab-Jewish Economic Development for joint regional industrial development projects between Yokneam and Ir Carmel, Rosh HaAyin and Kfar Kesem, and Rahat and Lehavim along the Highway 6 corridor (2004).

Regional Long Range Plans – Assisted the Southwestern Pennsylvania Commission and the Southwestern Pennsylvania Growth Alliance with economic development planning in 1998-99, including project due diligence, prioritization, impact assessment and coordination with regional transportation plans among 10 counties in Southwestern Pennsylvania.

Tax Increment Financing Feasibility Assessments – Consulted to local governments on structuring financing and development agreements with major regional retail developments, including for Robinson Mall (1999), Pittsburgh Mills (2002), and Deer Creek Mall (2004).

Allegheny Conference – Prepared a "strategic framework" for regional economic development delivery for Allegheny Conference, Pennsylvania Economy League, and the Pittsburgh Regional Alliance (2004).  

Southwestern Pennsylvania Growth Alliance – Developed financing options and proposed financing plans to encourage technology-oriented speculative sites and buildings (2000-2001).

Allegheny County - Prepared strategy, funding, staffing, and delivery system recommendations for transition plan for the Allegheny County Department of Economic Development (2001).  

Regional Renaissance Initiative - Led feasibility, financial modeling, policy studies for $920 million of capital projects, including Convention Center expansion, Baseball Park, and Football Stadium and formal financial due diligence for the Sports & Exhibition Authority (1997-2000).

Duquesne Borough - Prepared the economic development recovery plan for Duquesne Borough (1999).

Community Improvement Program – Evaluated the use of the Community Improvement Program of the Federal Home Loan Bank as an economic development-financing tool and made recommendation for changes to the program (1998).  

Electronics Design Industry - Led financial feasibility team and participated in business plan development for Pittsburgh Digital Greenhouse, a private industry and university consortium, including Sony, Oki, Marconi,  and Cadence Design (1998).

Philadelphia Naval Shipyard Project– Conducted economic impact study of the proposed reuse of the Philadelphia Naval Shipyard by Kvaerner, a Norwegian-based shipbuilder, for the Commonwealth of Pennsylvania and the City of Philadelphia (1997).

Industry Cluster Strategy - Led research effort and prepared Thinking Differently about the Region:  Southwestern Pennsylvania’s Manufacturing and Technology Assets, a cluster industry study of advanced manufacturing, biomedical, software and communications, and advanced materials sectors for Pittsburgh Technology Council and the Southwestern Pennsylvania Industrial Resource Center (1995).  

Real Estate Development

Megiddo Regional Development Fund– Advisor to the Megiddo Regional Council on the development of a regional development project financing fund designed to encourage development and investment projects throughout the Megiddo region, including a 1000-dunam industrial park and development projects aimed at the tourism and technology sectors (2005-2007).

Clinton Industrial Park – Prepared strategy for financing infrastructure for 120 acre industrial park located at the entrance to the Pittsburgh International Airport, including a Tax Increment Financing Plan and a State Guarantee for the TIF financing (2004 and 2005). 

The Waterfront – Prepared and implemented financing strategy for the former USX Homestead Works into a $270 million, 2.4 million square foot mixed-use development (including apartments, offices, flex/industrial, and regional retail and entertainment) for Park Corporation and Continental Real Estate Companies.  Work included coordinating developer and governmental entities to achieve project approvals, financial modeling and analysis, and raising funds to carry out the project (1998-2001). 

Regional Enterprise Tower – Prepared and implemented the business plan for the development of the Regional Enterprise Tower with the transfer of the Alcoa Headquarters, a 394,000 square foot office building on 31 floors, to the Southwestern Pennsylvania Corporation for the creation of a regional center for development agencies (1999).

South Side Works – Led the development team in securing the development rights for a $25 million, 300-apartment unit development on the former LTV South Side Works in Pittsburgh for Continental Communities, Ltd. (1998).  

South Shore Place – Secured development rights and coordinated land development for a $24 million, 85-town home project on Pittsburgh’s South Side by Signature Homes (1996-2003).

Cigar Factory – Coordinated the equity formation and incentive financing for development of 60,000 square foot office redevelopment of former warehouses in Pittsburgh’s Strip District (1996).

Renaissance - Coordinated feasibility studies, planning, design, and construction of over $74 million mixed-use developments including 110,000 square foot office, assisted living, and community center building in Pittsburgh for the United Jewish Federation, renovations to three day schools, and construction of a new 300-bed skilled nursing home (1993-1998).

Business Development

Jerusalem Buyer-Supplier Network - Strategic planning and implementation of a tourism business network in East Jerusalem (2008-2009). 

Jerusalem Joint Ventures – Development advisor and partner in the strategic planning and the formation of a private development group between Palestinians and Israelis for the development business and real estate ventures in Jerusalem region (2004-2007).

Biconix – Advised on strategy, market, and finance for business intelligence service company expansion into UK market (2006).

Dedicated Air – Advised on strategy and finance for start-up of point-to-point airline operations (2005-06).

Dick Corporation – Structured and negotiated $14 million public funding and tax credits for Dick Corporation Headquarters, a $2 billion international construction management company based in Pittsburgh (2001).  

Eat ‘n Park – Structured the $8.8 million public and private financing for the new Eat ‘n Park Headquarters, a $250 million regional restaurant and corporate catering company based in Pittsburgh (2000)  

Beth Forge & Centecor – Structured and implemented a multi-million dollar public financing strategy for corporate acquisition of Bethlehem Steel Corporation business units in Northampton County, Pennsylvania by West Homestead Engineering & Machine Company (1996). 

Feasibility Analysis & Program Development

East Jerusalem Health Network - Working with the WHO-funded East Jerusalem Hospital Network and the EU-funded Jerusalem Policy Forum, researched and modeled the economic feasibility of a new health delivery and funding structure between primary and secondary care and insurers, including the creation of performance-based accountable care networks. (2009-2010).

Upstairs Fund – Consultant to the Pittsburgh Downtown Partnership for the development of a financing program to provide incentive to building owners and developers for the reuse of vacant upper floors of downtown office buildings (2007-2009).

Seed Fund Initiative – Financial advisor on a regional initiative to create a pool of Angel and Venture Capital funding to capitalize seed-stage technology businesses in the Pennsylvania market.  The work is being done in conjunction with the Allegheny Conference on Community Development and Innovation Works, a regional technology-transfer organization working with universities and R&D labs (2006).  

Jerusalem Capital - Advised strategy and market niche development, database management, portfolio modeling and forecasting, deal analysis and underwriting for small venture capital fund targeting early-stage technology-enabled service businesses.  Initial Closing of Fund at $8 million in 2006.  

Power Infrastructure Initiative – Prepared a concept and financial model for the start-up and operations of a regional electric power authority in Pennsylvania to provide affordable power to competitive development projects (2005).  

Xplorion – Managed the planning, design, fundraising, and implementation of a regional program center for information and exhibits (Xplorion) using state-of-the-art multi-media, geographic information systems, and web-browsing technologies at the Regional Enterprise Tower for the Southwestern Pennsylvania Corporation (2001).

Water and Sewer Infrastructure Financing Initiative - Researched and presented funding plans for a regional water and sewer infrastructure plan for the Pennsylvania Economy League (2000-2001).  

Tax Increment Financing Guarantee Program – Prepared financial models and program criteria to support the development of a new program to enable communities to take advantage of Tax Increment Financing strategies for project development (2001-2002).

Strategic Investment Fund – Conducted project analysis, market development, and financial modeling for creation of $40 million private equity fund (SIF) targeting real estate and business development.  Advised fund manager and modeled portfolio, leading to successful capital recovery and target returns to investors and $29 million follow-on round (1996 and 2000).
